Eni and Kazakhstan’s state energy company KazMunayGas have reached a key milestone in the development of the country’s first large-scale hybrid power plant after generating first industrial electricity from its 120-megawatt gas-fired unit.

The achievement marks the latest phase of the 247-MW Mangystau Hybrid Power Plant project, which is being developed by Eni, KazMunayGas and Eni’s renewable energy subsidiary Plenitude in Kazakhstan’s Mangystau Region.

The hybrid facility is designed to combine 120 MW of gas-fired generation, a 50-MW solar plant and a planned 77-MW wind farm to provide a more reliable electricity supply while reducing emissions. According to Eni, the electricity produced will primarily serve KazMunayGas subsidiaries operating in the region.

The project is being commissioned in stages. The 50-MW solar facility entered service in September 2025, while the gas plant has now begun producing industrial electricity. Eni said the gas-fired unit is expected to achieve full commissioning during the third quarter of 2026. The final phase, a 77-MW wind farm, is scheduled to begin operations in 2027, completing the integrated hybrid project.

Eni said construction of the gas plant reached first electricity after more than two million work hours without a lost-time injury, highlighting the project’s safety performance and execution.

The development reflects Kazakhstan’s broader efforts to modernize its electricity infrastructure while increasing the share of renewable generation alongside conventional power. Hybrid projects that combine renewable energy with flexible gas-fired generation are increasingly being deployed to improve grid reliability as countries expand renewable capacity.

Eni has operated in Kazakhstan since 1992 and remains one of the country’s largest international energy investors. Beyond its upstream interests in the Karachaganak and North Caspian projects, the company has expanded its low-carbon portfolio through Plenitude, which already operates 96 MW of wind capacity in the Aktobe region and a separate 50-MW solar plant in the Turkestan region.
